Synopsis:

The head of a steel mill loses his legs; while he's recuperating in the hospital, his wife uses the power of attorney he had given her to ruin him and then runs off with one of the directors of the mill. He then joins an army of beggars who roam the country; organized by him, they become a crime prevention unit in a campaign that sweeps him back to power.
